Engineering budgetary estimate refers to the design document for calculating the investment and cost of a construction project during the preliminary design stage.

Specifically, the engineering budgetary estimate is an economic document that determines the total cost required for a construction project from preparation to completion and delivery based on preliminary design or expanded preliminary design drawings, referring to budgetary estimate norms, indicators, rules for calculating engineering quantities, budgetary prices of equipment and materials, and other information. Its main functions include:

  1. The basis for the country to determine and control the total investment in basic construction.

  2. The basis for compiling the basic construction plan.

  3. The basis for implementing investment contracting and controlling basic construction funding.

  4. The basis for signing construction contracts and loan contracts.

  5. The basis for accounting for the investment scale of construction projects and assessing investment effects.

The content of the engineering budgetary estimate mainly includes: unit project budgetary estimate, comprehensive budgetary estimate of individual projects, general budgetary estimate of construction projects, and explanations for the compilation of the general budgetary estimate of construction projects.

Please note that the engineering budgetary estimate differs from the budget. The budget is the annual centralized financial revenue and expenditure plan reviewed and approved through legal procedures, which stipulates the sources and amount of the country's fiscal revenue, the various uses and amounts of fiscal expenditures, and reflects the scope and direction of the entire national policy and government activities. While the engineering budgetary estimate is an important part of the preliminary design documents and a document that determines and controls the total investment of a construction project.
